Action plan

Looking for the optimal mix of (digital) educational resources

The zone focuses on strategic, technical, organisational, and professional development issues. We want to act as a pathfinder and cartographer; we look at the current situation and offer new insights on how it can be improved. We’re the driving force and inspiration for the entire process, taking care of both direction and execution. We’re ensuring the right connections are made and infrastructure is integrated, and finally, we’re taking down the necessary barriers.

Goals for 2021

Stimulating and facilitating the use of open educational resources

1. Infrastructure and content

Goal: further development and implementation of the edusources platform for digital learning materials and tools for collaborating on, creating, and editing various learning materials.

2. Developing a professionalisation programme for digital (OER) learning resources.

Goal: to professionalize instructors/students/support staff in the use/reuse of digital (OER) learning resources. This should enable instructors and students to feel more motivated, more competent, and better supported in achieving our 2023 ambition of putting together and using the optimum mix of educational resources for them.

3. Supporting the change process

Goal: to facilitate the “Towards Digital Open Educational Resources” change process aimed at creating an optimum mix of educational resources at higher education institutions.

4. Vision and beyond

Goal: to gain an understanding of the issues involved in combining commercial and non-commercial learning materials. Based on that insight and our 2020 vision document, the zone can determine a strategy for effectively involving publishers in achieving the zone’s ambitions and the Acceleration Plan.

5. Identification and agenda-setting

Goal: to identify relevant developments regarding learning resources outside the zone and place them on the agenda of the zone or of relevant parties outside the zone. The following conditions must be met if the intended results are to be achieved:

  • Sufficient capacity must be made available within each participating institution to deliver the intended results within the institution and across institutions;
  • Working groups have sufficient time and people to deliver the intended results;
  • Stakeholders outside the zone will provide cooperation as needed to achieve the intended results;
  • All participating institutions are represented at the zone’s working meetings.
Preconditions for success

Capacity and commitment

To achieve the intended results, the following conditions should be met:

  • Sufficient capacity must be made available within each participating institution to be able to deliver the intended results within the institution and between institutions;
  • The working groups must have sufficient time and people to be able to achieve the intended results;
  • Stakeholders outside the zone provide their assistance when needed to achieve the intended results;
  • All participating institutions are represented at the meetings of the zone.
Goals for 2023

Optimal mix of educational resources

The zone has formulated the following goals:

On January 1, 2023, at least half of the publicly funded higher education institutions in the Netherlands will be able to offer lecturers and students the opportunity to compile their optimal mix of educational resources and to use it in an educationally responsible manner. This means that on January 1, 2023:

  1. A digital platform for sharing, searching, and finding open and non-open educational resources is available, which is openly accessible to all publicly funded higher education institutions in the Netherlands;
  2. At least two publishers of digital educational resources make their products available on the digital platform;
  3. At least six workshops have been developed and organised for lecturers on how they can collect and apply (open) digital educational resources in their educational practice in an optimal way, attended by at least 120 people;
  4. A toolkit is made available to use in the change process that is needed to achieve an optimal mix of educational resources;
  5. All participating institutions have a support structure for dealing with (open) digital educational resources available, of which 60% of lecturers indicate that this is adequate;
  6. At least 20% of lecturers at participating institutions report an increase in re-use of open digital educational resources;
  7. Lessons learned and good practices with regard to compiling and using an optimal mix of educational resources from the eight participating institutions, are openly available via a digital platform;
  8. At least four of the eight participating institutions have formulated a vision for (open) digital educational resources.
